Israeli prosecutors have charged an Israeli settler over the killing of Palestinian activist Awdah Hathaleen in the occupied West Bank, in what rights groups describe as the first known indictment involving the killing of a Palestinian in the territory since the Gaza war began in October 2023.
According to Israel's Ministry of Justice, Yinon Eliya Levi, 33, from the settlement of Ma'on, has been indicted on charges of reckless manslaughter, trespassing and wilful property damage.
Prosecutors allege that Levi fired toward an area where people were gathered during a confrontation over earthworks on privately owned land, resulting in Hathaleen's death.
Activist known for documentary work
Hathaleen was killed in July 2025 during a settler attack on the Palestinian village of Umm al-Khair in the Masafer Yatta area of the southern occupied West Bank.
He was widely known for his involvement in the Oscar-winning documentary No Other Land, which documented the challenges faced by Palestinian communities living in Masafer Yatta.
The area has experienced frequent tensions involving settler violence, military operations and home demolitions after parts of the region were designated by the Israeli military as a firing zone.
Rights groups welcome indictment
Israeli human rights organization B'Tselem described the indictment as the first of its kind involving the killing of a Palestinian in the occupied West Bank since the Gaza conflict began.
Its spokesperson, Yair Dvir, said the case was an exception and argued that accountability in similar incidents remains uncommon.
Hathaleen's lawyer, Eitan Peleg, welcomed the indictment, calling it an important legal step that he hopes could set a precedent for future cases involving violence against Palestinians.
Forensic investigation
Palestinian human rights organization Al-Haq said it carried out a forensic investigation into Hathaleen's killing, examining video footage that it said showed Levi firing toward a group of Palestinians in Umm al-Khair on the day of the incident.
Al-Haq said the footage formed part of its forensic investigation into the case.
Background
Levi had previously been sanctioned by the United States and the European Union in April 2024 over alleged involvement in earlier attacks against Palestinians.
According to widely cited estimates, approximately 500,000 Israeli settlers live in settlements across the occupied West Bank, excluding East Jerusalem, alongside around three million Palestinians.
Most of the international community considers Israeli settlements in the occupied West Bank illegal under international law, while Israel disputes that interpretation.
