Pakistan has set a target to double financing for small and medium-sized enterprises (SMEs) to Rs2.2 trillion by 2028, as the government seeks to improve access to business loans and expand entrepreneurship across the country.

Prime Minister Shehbaz Sharif issued the directive on October 12, 2026, during a meeting on reforms at the Small and Medium Enterprises Development Authority (SMEDA) in Islamabad, according to the Associated Press of Pakistan.

SMEDA to Improve Access to Business Loans

The prime minister directed SMEDA to develop a comprehensive strategy to educate aspiring entrepreneurs about business loan procedures and promote entrepreneurship.

He also called for expert-led feasibility studies covering different business sectors to be made available in local languages, helping potential business owners understand opportunities and requirements before investing.

According to the official briefing, SMEDA is being developed into a central platform for entrepreneurship training and guidance on accessing bank financing. An artificial intelligence-based helpline is also being established to provide information in local languages.

The meeting also highlighted plans to expand SMEDA's nationwide outreach and improve its digital services. Separately, an agreement with Alibaba aims to provide training to 10,000 small and medium-sized businesses over two years.

What It Means for Entrepreneurs

The proposed expansion could create more opportunities for businesses seeking financing to establish or grow their operations. However, the target does not guarantee loan approval, and the impact will depend on implementation, bank lending criteria and the accessibility of support services.

Why It Matters Now: Better access to finance and practical business guidance could help entrepreneurs invest, expand operations and create jobs, particularly in undeserved areas.
