Pakistan Raises ‘Profound Concern’ Over Venezuela Crisis at UN Security Council, Calls for Dialogue and Restraint

NEW YORK: Pakistan on Monday expressed “profound concern” over the rapidly evolving situation in Venezuela, warning that rising tensions could threaten regional and international peace and security. The remarks were delivered during an emergency meeting of the United Nations Security Council (UNSC) convened to assess the latest developments in the Latin American nation.

The meeting, the first UNSC session of the year, was chaired by Somalia.

Pakistan’s Acting Permanent Representative to the UN, Ambassador Usman Jadoon, cautioned that at a time when the global community is grappling with multiple crises, further instability in the region would be deeply destabilising.

“Instability in Venezuela does not augur well for regional or international peace and security,” Ambassador Jadoon told the Council.

Warning Against Use of Force and Unilateral Action

Ambassador Jadoon reminded UNSC members that the UN Charter obliges states to respect sovereignty, territorial integrity, and political independence, while refraining from the threat or use of force and interference in internal affairs.

He stressed that unilateral military actions violate core principles of international law, including sovereign immunity, and warned that such precedents risk undermining the global legal order.

“History has shown that actions which fuel instability often result in unpredictable and uncontrollable consequences lasting for years,” he cautioned.

Call for Diplomacy and De-escalation

Urging restraint, Pakistan emphasised that dialogue and diplomacy remain the only viable path toward a durable solution.

Ambassador Jadoon stressed that political differences must be resolved peacefully, with full respect for the will of the Venezuelan people, free from external pressure or coercion. He expressed hope that Latin America and the Caribbean, recognised as a Zone of Peace, would remain free of conflict and continue toward regional cooperation and prosperity.

Exercise maximum restraint

De-escalate tensions

Avoid actions that could worsen the situation

Engage in dialogue, including through mediation efforts supported by the UN Secretary-General

UN Chief Voices Alarm Over Venezuela Instability

UN Secretary-General Antonio Guterres also voiced concern over the possible intensification of instability in Venezuela, particularly following the capture of President Nicolás Maduro.

Addressing the Council through UN political affairs chief Rosemary DiCarlo, Guterres warned of the regional impact and the dangerous precedent such actions could set in international relations.

“I am deeply concerned about the potential escalation and its implications for the region,” Guterres said, adding that he stood ready to support inclusive and democratic dialogue among Venezuelan stakeholders.

He further expressed concern that the US operation to capture Maduro may not have adhered to international law.

Sharp Divisions at the Security Council

The UNSC session exposed deep divisions among member states.

US Ambassador Michael G. Waltz defended Washington’s action as a “surgical law enforcement operation”, insisting it was aimed at apprehending indicted fugitives, including Maduro and his wife, and was not a war against Venezuela.

In contrast, China and Russia strongly condemned the US intervention. China accused Washington of violating Venezuela’s sovereignty, while Russia labelled the action armed aggression, calling for Maduro’s immediate release and warning against double standards in international affairs.
