The United States will permanently require visa bonds of up to $20,000 for certain travelers from 50 countries applying for business and tourist visas, marking a significant expansion of its immigration enforcement measures.
According to a Federal Register notice, the policy applies to applicants seeking B-1 business and B-2 tourist visas. Under the new rule, US consular officers may require eligible applicants to post a refundable bond of up to $20,000 as a condition for visa issuance.
The permanent programme follows a 2025 pilot initiative, which the US State Department said provided sufficient evidence that visa bonds are an effective tool for improving compliance among temporary visa holders and reducing visa overstays.
Under the pilot programme, applicants could be required to post bonds of $5,000, $10,000, or $15,000. The final rule removes the $5,000 option and increases the maximum bond amount to $20,000.
The regulation is scheduled to take effect on August 3 following its publication in the Federal Register. The programme covers citizens of 50 countries, including 30 African nations, although consular officers will determine on a case-by-case basis whether a bond is required.
US officials say the policy is intended to reduce visa overstays and strengthen immigration compliance. Immigration and civil rights advocates, however, argue that the higher financial requirement could discourage legitimate business and tourism travel, particularly for lower-income applicants.
The measure comes as President Donald Trump's administration continues to tighten US immigration policies through increased visa fees, expanded social media screening for applicants, and stricter enforcement measures. Supporters say the changes enhance national security, while critics contend they make legal immigration more difficult and could disproportionately affect applicants from developing countries.
